Trường hợp chức năng quản trị rủi ro ở mức chưa có nhận thức về quản lý rủi ro hoặc mới chỉ ở mức có nhận thức cơ bản về rủi ro (chưa xây dựng cách tiếp cận chính thức; hoặc tiếp cận một cách phân tán trong quản trị rủi ro, hoặc chưa xây dựng danh mục rủi ro, hoặc chỉ một số ít cá nhân lãnh đạo tự xác định các rủi ro), phương pháp KTNB dựa trên rủi ro tương ứng phải tập trung vào các trọng tâm sau:
