Khi thiên tai xảy ra, các chính sách Nhà nước chủ yếu cho cộng đồng nhằm giảm thiểu những thiệt hại về người và tài sản. Các doanh nghiệp chưa được quan tâm hỗ trợ trong công tác ứng phó, khắc phục với thiên tai. Chưa có sự quan tâm, hỗ trợ từ các cơ quan nhà nước trong việc nâng cao nhận thức về QLRRTT, cung cấp thông tin, hướng dẫn lập kế hoạch và thực hiện kế hoạch.
Theo báo cáo đánh giá mức độ rủi ro và khả năng ứng phó thiên tai của các doanh nghiệp vừa và nhỏ tại thành phố Đà Nẵng, tỉnh Nghệ An, Khánh Hòa (tháng 6/2011), trong số 191 doanh nghiệp trả lời phiếu khảo sát, đa số các DN đều nhận thức được tầm quan trọng của sự hợp tác, hỗ trợ nhau trong và sau khi xảy ra thiên tai là cần thiết.Tuy nhiên, sự hợp tác cũng như tương trợ lẫn nhau giữa các DN trong lĩnh vực quản lý rủi ro thiên tai còn rất hạn chế. Có 96% DN chưa có hoạt động hợp tác giữa các DN có kế hoạch QLRRT tốt và DN yếu hơn và hợp tác giữa DN có quy mô lớn và quy mô nhỏ, 88% số DN chưa có sự hợp tác, hỗ trợ giữa các DN có kế hoạch QLRRTT tốt và DN yếu hơn, 78% số DN chưa có hoạt động chia sẻ nguồn lực trong trường hợp khẩn cấp. Một số DN (chiếm tỷ lệ nhỏ) đã có sự hợp tác tương trợ lẫn nhau, nhưng cũng chỉ giới hạn trong hệ thống các công ty thành viên thuộc một tổng công ty.
