Nếu không có quyền sử dụng đất theo quy định của Luật Đất đai 2013 thì khi bán nhà làm thế nào để cá nhân nước ngoài có thể bán nhà ở gắn với quyền sử dụng đất như được quy định tại khoản 1, Điều 19 Luật Kinh doanh Bất động sản 2014?
