Không có một lý thuyết đơn lẻ hay riêng biệt nào về chính sách đối ngoại, thay vào đó, những lí thuyết về chính sách đối ngoại xuất phát từ các lí thuyết trong Quan hệ quốc tế như chủ nghĩa hiện thực và chủ nghĩa tự do, cũng như nhiều cách tiếp cận khác nhau nhằm giải thích nguồn gốc bên trong của việc hoạch định chính sách đối ngoại, như các nhà lãnh đạo, bộ máy hành chính và văn hóa. Chương này nhìn lại một cách vắn tắt các lý thuyết Quan hệ quốc tế có liên quan tới việc giải thích và đề xuất chính sách đối ngoại; tiếp đó, chương sẽ thảo luận những cách tiếp cận chính đối với các nguồn gốc bên trong của chính sách đối ngoại.
