I. Lập KHKTNB hàng năm

Việc lập KHKTNB cần được thực hiện ít nhất hàng năm do Trưởng Ban KTNB chịu trách nhiệm. Các đơn vị, cá nhân chịu trách nhiệm phải thực hiện kịp thời và đáp ứng đúng các yêu cầu trong việc lập KHKTNB
Mục đích của lập KHKTNB bao gồm:
a) Xác định mục tiêu và phạm vi KTNB
b) Tạo lập cơ sở để phân bổ các nguồn lực (nhân sự và các nguồn lực khác)
c) Xây dựng cơ sở để đánh giá, giám sát và kiểm soát tiến độ KTNB
d) Nâng cao mức độ hiệu quả và tính kinh tế của công tác KTNB

Lập KHKTNB được thực hiện thông qua xem xét, đánh giá hệ thống KSNB của các ĐTKT, xác định các ưu tiên KTNB (xác định đơn vị hoặc lĩnh vực ưu tiên kiểm toán trên cơ sở đánh giá rủi ro), phân bổ các nguồn lực KTNB v.v...

Kế hoạch KTNB hàng năm

Định kỳ đầu Quý IV hàng năm, Ban KTNB triển khai công tác lập KHKTNB cho năm tiếp theo, đồng thời cập nhật KHKTNB chiến lược (nếu cần thiết).
