Một trong những sửa đổi quan trọng của Luật này là không còn cho phép hoàn thuế đối với trường hợp có số thuế GTGT đầu vào chưa khấu trừ hết sau lũy kế 12 tháng hoặc 04 quý. Theo Luật mới, thuế GTGT chưa khấu trừ hết trong tháng/ quý (bao gồm cả trường hợp lũy kế sau 12 tháng hoặc 04 quý) chỉ được kết chuyển để khấu trừ vào kỳ tiếp theo, không được hoàn lại
