Bộ trưởng Bộ Tư pháp Hà Hùng Cường nhận định, nguyên tắc hiện nay là thu lệ phí hộ tịch, dù có việc miễn, giảm nhưng nhiều sự kiện hộ tịch, người dân vẫn không đăng ký dẫn đến khó khăn cho công tác quản lý của cơ quan Nhà nước. Vì vậy, Bộ trưởng cho rằng, Dự thảo Luật Hộ tịch cần đề xuất “bước tiến” mạnh là miễn lệ phí tất cả trường hợp trong nước và có yếu tố nước ngoài.
