Công ty đã thực hiện đầy đủ các nghiên cứu sơ bộ về lượng chất thải phát sinh tại khu vực dự án trong năm 2015. Trên cơ sở các kết quả này, Công ty Hoài Nam Hoài Bắc đã quyết định xây dựng khu liên hợp xử lý ô nhiễm thu hồi khí Biogas phát điện với quy mô hoạt động 300 tấn chất thải rắn/ngày và 1.200 m3 nước thải/ ngày và điện năng sản xuất từ biogas 27.794 kWh/ngày.
Khi bắt đầu hoạt động vào quý 4 năm 2017 khu liên hợp dự kiến mỗi năm sẽ tạo ra 7.627.751 kWh điện và sản xuất ra khoảng 10.950 tấn phân hữu cơ vi sinh, lượng xử lý lên tới 106.215 tấn chất thải rắn mỗi năm tại xã Ngọc Lũ.
