Bất khả kháng là sự kiện, tình huống hoặc sự kết hợp các sự kiện hoặc tình huống xảy ra một cách khách quan, không thể lường trước được, nằm ngoài khả năng kiểm soát hợp lý của Bên bị ảnh hưởng, không thể tránh được cho dù Bên bị ảnh hưởng đã nỗ lực áp dụng các biện pháp khắc phục cần thiết. Sự kiện bất khả kháng đó ảnh hưởng trực tiếp đến việc thực hiện Hợp đồng nước của Các bên.
