Các huyện/TP/thị xã tổ chức tốt công tác điều tra đến hộ gia đình, thu thập thông tin chính xác về số người mù chữ, tái mù chữ trên địa bàn; xây dựng chương trình, kế hoạch công tác chống mù chữ (CMC) phù hợp với thực tiễn của địa phương; tiếp tục phối hợp với các tổ chức đoàn thể của địa phương làm tốt công tác CMC và xây dựng TTHTCĐ.
