Chính vì vậy, việc giải quyết vấn đề nhà ở cho người có thu nhập thấp đã trở thành mục tiêu ưu tiên hàng đầu của chính phủ Việt Nam trong những năm vừa qua. Thời gian qua, chính phủ đã thực thi nhiều chính sách ưu đãi, khuyến khích hoạt động xây dựng nhà ở cho người có thu nhập thấp. Song, thực tế là những người có thu nhập trung bình và thấp không có khả năng mua, nên những căn nhà, chung cư xây dựng dành cho người có thu nhập thấp vô tình trở nên hấp dẫn đối người có thu nhập cao.
