(Cổng TTĐT AG)-Với mục tiêu chung là phát triển sản xuất và sử dụng vật liệu xây không nung (VLXKN) để thay thế gạch đất sét nung nhằm tận dụng tiềm năng và phát huy lợi thế của địa phương, tiết kiệm đất nông nghiệp,


góp phần giảm thiểu phát thải khí nhà kính và ô nhiễm môi trường, tiết kiệm nhiên liệu, giảm chi phí xử lý phế thải của các ngành công nghiệp, đem lại hiệu quả kinh tế chung cho toàn xã hội; đồng thời khuyến khích việc đầu tư sản xuất và sử dụng VLXKN trong các công trình xây dựng.

Ủy ban nhân dân tỉnh vừa ban hành Kế hoạch số 05/KH-UBND, ngày 23/01/2014 V/v Tổ chức triển khai phát triển sản xuất, sử dụng vật liệu xây không nung và lộ trình xóa bỏ lò thủ công sản xuất gạch đất sét nung trên địa bàn tỉnh An Giang đến năm 2020.

Mục tiêu cụ thể là xác lập lộ trình sử dụng VLXKN trong các công trình xây dựng. Tập trung phát triển sản xuất và sử dụng VLXKN để thay thế gạch đất sét nung đạt tỷ lệ sử dụng khoảng 20 – 30% vào năm 2015, từ 40 – 50% vào năm 2020. Tiến tới chấm dứt hoàn toàn hoạt động của các cơ sở sản xuất gạch đất sét nung bằng lò thủ công, thủ công cải tiến, lò đứng liên tục và lò vòng sử dụng nhiên liệu hóa thạch (than, dầu, khí) trên địa bàn tỉnh đến năm 2020.

Trên cơ sở đánh giá hiện trạng sản xuất vật liệu xây dựng, như hiện trạng sản xuất gạch đất sét nung; hiện trạng đầu tư sản xuất gạch không nung. Kế hoạch đề ra lộ trình di dời, xóa bỏ lò gạch thủ công, thủ công cải tiến, lò đứng liên tục, lò vòng sử dụng nhiên liệu hóa thạch (than, dầu, khí) đến năm 2020. Theo đó, rà soát và tổ chức lại các cơ sở sản xuất gạch đất sét nung bằng lò thủ công, lò thủ công cải tiến, lò đứng liên tục, lò vòng sử dụng nhiên liệu hóa thạch trên địa bàn tỉnh hiện nay để chuyển sang sản xuất gạch không nung. Đồng thời nêu rõ lộ trình xoá bỏ hoàn toàn các lò thủ công, lò thủ công cải tiến, lò đứng liên tục, lò vòng sử dụng nhiên liệu hóa thạch (than, dầu, khí) trên địa bàn tỉnh vào năm 2020... Đối với 32 lò hoffman xây dựng trong khu dân cư, sắp tới sẽ tổ chức di dời, đưa ra vùng quy hoạch phát triển vật liệu xây dựng của tỉnh đến năm 2020. Trong quá trình lập quy hoạch sẽ xác định địa điểm, số lượng lò theo từng năm. Tổ chức giám sát chặt chẽ quá trình đầu tư xây dựng và sản xuất.

Kế hoạch phát triển sản xuất và sử dụng VLXKN đến năm 2015 và những năm tiếp theo đề cập cụ thể các nội dung về chủng loại sản phẩm, công nghệ và quy mô công suất; kế hoạch sử dụng VLXKN đến năm 2015 và các năm tiếp theo.

Để thực hiện các mục tiêu, chỉ tiêu trên Kế hoạch cũng đề ra các giải pháp thực hiện chủ yếu như: Trên cơ sở Quy hoạch sử dụng đất tỉnh An Giang đến năm 2020 và các quy hoạch liên quan, UBND tỉnh ban hành văn bản quy phạm pháp luật quy định nghiêm cấm khai thác, sử dụng đất nông nghiệp để sản xuất gạch nung từ đất sét. Tăng thuế tài nguyên đất sét làm vật liệu xây dựng theo lộ trình được Chính phủ phê duyệt. Trên cơ sở các chính sách của Trung ương, ban hành kịp thời các văn bản hướng dẫn, thực hiện các chính sách về thu hút đầu tư, ưu đãi về thuế (nhập khẩu, thu nhập doanh nghiệp) và các hỗ trợ khác theo quy định nhằm tạo thuận lợi cho các doanh nghiệp có nhu cầu đầu tư sản xuất VLXKN trên địa bàn tỉnh.
Bên cạnh đó, đẩy mạnh công tác tuyên truyền để nâng cao nhận thức về lợi ích, hiệu quả kinh tế và bảo vệ môi trường khi sử dụng VLXKN bằng nhiều hình thức. Khuyến khích các thành phần kinh tế đầu tư xây dựng phát triển các cơ sở sản xuất vật liệu xây không nung với quy mô công suất hợp lý, công nghệ tiên tiến, đa dạng hóa về sản phẩm, đáp ứng yêu cầu về chất lượng, phù hợp với thực tế thi công các công trình xây dựng. Khuyến khích đầu tư sản xuất gạch nung bằng lò tuynel đốt bằng nhiên liệu trấu. Đồng thời, tăng cường công tác kiểm tra, thanh tra và xử lý các đơn vị, cá nhân liên quan không thực hiện đúng nội dung Kế hoạch.
