Thông tư này áp dụng đối với thuyền viên làm việc trên tàu biển Việt Nam và cơ quan, tổ chức, cá nhân có liên quan. Đối với thuyền viên Việt Nam làm việc trên tàu biển nước ngoài chỉ áp dụng khi có những quy định cụ thể trong Thông tư này
