Quy hoạch phát triển các ngành hợp lý
Cần phân định rõ các ngành mũi nhọn và ngành chủ lực để có chính sách đầu tư thỏa đáng, đẩy nhanh tốc độ phát triển.
Phân bổ hợp lý các tài nguyên thiên nhiên để sản xuất kinh doanh có hiệu quả nhất, bằng cách điều tra nhu cầu thị trường trong và ngoài nước.
3.6.5.2 Đầu tư nhiều hơn cho khoa học - công nghệ
Khoa học - công nghệ ngày nay đang trở thành lực lượng sản xuất trực tiếp, là yếu tố quyết định hàng đầu đến việc sản xuất kinh doanh, tạo ra sức cạnh tranh. Tri thức khoa học và công nghệ ngày càng có vai trò quan trọng hơn khi xã hội chuyển sang nền kinh tế tri thức.
Công nghệ - khoa học hiện đại, sẽ giúp ích rất nhiều cho các thành phần trong nền kinh tế, đặc biệt là những doanh nghiệp thường xuyên sử dụng công nghệ cao.
Hoạt động khoa học - công nghệ ở Việt Nam những năm gần đây đã có nhiều tiến bộ nhưng vẫn còn yếu, chủ yếu chỉ trong phát triển trong các Viện Nghiên cứu và các trường Đại học, còn trong nhiều doanh nghiệp thì yếu tố này chưa được phổ biến rộng rãi. Số lượng phát minh, sáng chế thực sự hữu dụng còn tương đối khiêm tốn.
Các Viện Nghiên cứu và trường Đại học cần phối hợp chặt chẽ với các doanh nghiệp để nghiên cứu, giải quyết những vấn đề do thực tiễn đặt ra.
Nhà nước nên sớm tổ chức thị trường “khoa học và công nghệ” để quá trình mua bán các giải pháp hữu ích cũng như các sáng chế, phát minh được tiến hành thuận lợi.
Ngoài ra, Nhà nước cần nhập khẩu những công nghệ tiên tiến và thích hợp của nước ngoài vào Việt Nam, vừa tiết kiệm thời gian, vừa tiết kiệm chi phí khi mà nguồn lực trong nước không đủ để sáng tạo công nghệ.
3.6.5.3 Hoàn thiện hệ thống pháp luật
Nhà nước ban hành thêm các Luật như: Luật chống độc quyền, Luật chống bán phá giá, Luật quảng cáo,… đồng thời liên tục cập nhật và sửa đổi Luật doanh nghiệp, Luật cạnh tranh, Luật xây dựng, Luật bản quyền,… sao cho phù hợp với sự phát triển không ngừng của nền kinh tế. Các văn bản luật này cần phải sát với thực tế, tránh tạo kẽ hở để các doanh nghiệp “lách luật” và thực hiện hành vi phạm pháp.
Xây dựng các thể chế kinh tế thị trường đầy đủ, tạo môi trường kinh doanh lành mạnh cho các doanh nghiệp nâng cao năng suất, chất lượng và lợi nhuận.
Các văn bản dưới Luật, Nghị định, Thông tư hướng dẫn phải kịp thời với thời điểm hiệu lực của Luật, tránh tình trạng Luật đã có hiệu lực mà văn bản hướng dẫn thi hành lại chưa có hoặc chỉ dẫn khác, khiến doanh nghiệp rất khó thực hiện.
3.6.5.4 Hiện đại hóa cơ sở hạ tầng
Cơ sở hạ tầng (điện, nước, đường sá, hệ thống thông tin liên lạc) trong những năm qua đã phát triển mạnh, nhưng vẫn còn nhiều bất cập, làm ảnh hưởng đến hoạt động kinh doanh của doanh nghiệp.
Nhà nước cần tiếp tục cải tổ hệ thống dây điện một cách gọn gàng, thẩm mĩ và an toàn. Có kế hoạch cắt điện luân phiên và thông báo trước để doanh nghiệp có thể chủ động trong điều tiết hoạt động sản xuất kinh doanh.
Mở rộng và nâng cấp chất lượng đường sá thuận tiện, đảm bảo hệ thống giao thông, di chuyển ngày càng tiện lợi, an toàn và nhanh chóng.
Đầu tư phát triển hệ thống tin học, viễn thông, giúp các doanh nghiệp có mạng lưới liên lạc thông suốt, không bị đứt quãng.
Cơ sở hạ tầng hiện đại là thành quả của việc áp dụng đúng đắn những tiến bộ của khoa học - công nghệ trong mọi thời đại.
Tóm lại: Nhà nước cần tạo mọi điều kiện cho các doanh nghiệp nói chung và công ty Techmedia nói riêng có cơ hội phát triển vững mạnh hơn nữa, qua đó góp phần đưa nền kinh tế Việt Nam phát triển bền vững
