Các thuốc ARV từ nguồn viện trợ quốc tế được các nhà tài trợ mua sắm tập trung thông qua Hiệp hội quản lý chuỗi cung ứng (PFSCM), là tổ chức phi lợi nhuận có văn phòng chính đặt tại Hoa Kỳ, thông qua cơ chế góp vốn tự nguyện (VPP) và hệ thống quản lý chuỗi cung ứng (SCMS). Thuốc mua từ nguồn này thường có đầy đủ các chủng loại thuốc, với giá rẻ, cung ứng liên tục, với chất lượng đảm bảo do được mua sắm tập trung với số lượng lớn các đơn hàng từ nhiều quốc gia thuộc Chương trình PEPFAR và Quỹ toàn cầu. Tuy nhiên nguồn kinh phí từ các nhà tài trợ cho mua thuốc ARV sẽ giảm dần và chấm dứt khoảng sau năm 2017 do Việt Nam đã trở thành nước có thu nhập trung bình (GDP/đầu người).
