Nghiên cứu, vận dụng các giải pháp xóa mù chữ hiệu quả, bền vững phù hợp với đặc điểm, điều kiện của địa phương; chú trọng đổi mới phương pháp dạy và học; khuyến khích học viên tham gia chương trình giáo dục đáp ứng yêu cầu người học, cập nhật kiến thức, kỹ năng, chuyển giao công nghệ ở các TTHTCĐ nhằm củng cố kết quả biết chữ, hạn chế tình trạng tái mù chữ.
