Năm 1998 Sở Ngoại vụ tỉnh Thừa Thiên Huế, tiền thân là Phòng Ngoại vụ thuộc Văn phòng Uỷ ban nhân dân tỉnh đã ra đời trước yêu cầu và tình hình hoạt động đối ngoại trên địa bàn tỉnh Thừa Thiên Huế ngày càng phát triển mạnh mẽ. Nét mới trong công tác đối ngoại lúc này không chỉ tập trung vào lĩnh vực chính trị mà đã chuyển mạnh sang hướng phục vụ hợp tác kinh tế, trao đổi văn hóa, giáo dục, khoa học kỹ thuật. Song song với việc duy trì các mối quan hệ thường xuyên với các đối tác truyền thống, các mối quan hệ với các đối tác mới đang ngày càng được quan tâm và phát triển và công tác quản lý nhà nước đối với hoạt động đối ngoại đã thực sự đi vào chiều sâu.
Do vậy để đảm bảo các về hoạt động đối ngoại cũng như công tác quản lý trên địa bàn tỉnh, ngày 14 tháng 2 năm 1998, Uỷ ban nhân dân tỉnh Thừa Thiên Huế đã ban hành quyết định số 222/1998/QĐ/UBND về việc thành lập Sở Ngoại vụ với chức năng nhiệm vụ tham mưu cho UBND tỉnh về hoạt động đối ngoại và thực hiện quản lý nhà nước đối với công tác đối ngoại trên địa bàn tỉnh.
Để đáp ứng yêu cầu đổi mới của đất nước, ngày 29/9/2004, Chính phủ đã ban hành Nghị định số 171/2004/NĐ-CP về quy định tổ chức các cơ quan chuyên môn thuộc UBND tỉnh, thành phố trực thuộc trung ương. Tiếp theo đó, ngày 22/12/2005, Bộ Ngoại giao và Bộ Nội vụ đã ban hành Thông tư liên tịch Số 22/2005/TTLT-BNG-BNV Hướng dẫn chức năng, nhiệm vụ, quyền hạn và cơ cấu tổ chức cơ quan chuyên môn giúp UBND tỉnh, thành phố trực thuộc Trung ương quản lý nhà nước về hoạt động đối ngoại ở địa phương. Căn cứ hai văn bản pháp luật trên, ngày 27/4/2006, Uỷ ban Nhân dân tỉnh Thừa Thiên Huế đã ban hành quyết định số 1134/2006/QĐ-UBND quy định chức năng, nhiệm vụ, quyền hạn và cơ cấu tổ chức của Sở Ngoại vụ.
Trước yêu cầu hội nhập quốc tế ngày càng cao, Bộ Ngoại giao và Bộ Nội vụ đã có Thông tư liên tịch số 02/2009/TTLT-BNG-BNV về việc hướng dẫn chức năng, nhiệm vụ, quyền hạn và cơ cấu tổ chức của Sở Ngoại vụ thuộc Ủy ban Nhân dân tỉnh. Căn cứ văn bản này, Ủy ban nhân dân tỉnh Thừa Thiên Huế đã có Quyết định số 2887/QĐ-UBND ngày 30 tháng 12 năm 2009 về việc quy định chức năng, nhiệm vụ, quyền hạn và cơ cấu tổ chức của Sở Ngoại vụ. Theo Quyết định mới này, Sở Ngoại vụ là cơ quan chuyên môn thuộc Ủy ban Nhân dân tỉnh, tham mưu, giúp Uỷ ban nhân dân tỉnh thực hiện chức năng quản lý Nhà nước trên địa bàn về công tác
