Công tác quản lý chính phủ có mặt chồng chéo, kỷ cương, kỷ luật hành chính chưa nghiêm; cải cách hành chính còn chậm, kết quả chưa cao; dân chủ ở cơ sở chưa phát huy mạnh mẽ. Công tác điều hành có mặt chưa tốt, nhất là ở cơ sở. Phân công, phân cấp và phối hợp giữa các ban, ngành, địa phương thiếu chặt chẽ. Một số địa phương còn đùn đẩy trách nhiệm, khuyết điểm cho cấp trên. Đặc biệt, cải cách thủ tục hành chính chưa đồng bộ, chưa thật sự là cơ chế “một cửa”, tạo điều kiện cho hoạt động đầu tư và kinh doanh trong lĩnh vực du lịch nói riêng và toàn tỉnh TTH nói chung.
