Thành lập Ban Chỉ đạo Trung ương (Central Steẻing Committe CSC) để chỉ đạo thực hiện chương trình mục tiêu quốc gia do Phó Thủ tướng thường trực là Trưởng ban, Bộ trưởng Bộ Nông nghiệp và Phát triển nông thôn làm Phó trưởng ban thường trực, thành viêcn là lãnh đạo các 13 bộ như Bộ Kế hoạch và Đầu tư, Bộ Tài Chính, Bộ Xây dựng, các tổ chức đoàn thể có liên quan. Thành lập ban chỉ đạo thực hiện chương trình mục tiêu quốc gia xây dựng nông thôn mới ở các cấp tỉnh, huyện, xã, để chỉ đạo triển khai thực hiện chương trình xây dựng nông thôn mới trên địa bàn.
