Tỷ trọng khu vực dịch vụ có giảm nhẹ trong hai năm 2011-2012, tuy nhiên đã nhanh chóng tăng trở lại và chiếm 8,6% GDP năm 2015. Trong khi đó, công nghiệp và xây dựng năm 2015 đạt 88,44%, giảm 1,05% so với năm 2010. Mức giảm tỷ trọng ngày của ngành công nghiệp và xây dựng chủ yếu do giảm tỷ trọng ngành dầu khí. Sau khi đạt tăng trưởng mạnh năm 2012 và chiếm tới 80,5% GDP toàn tỉnh, tăng trưởng ngành dầu khí giảm mạnh trong các năm tiếp theo khiến cho tỷ trọng khu vực này chỉ còn ở mức 76,26% năm 2014.
Bỏ qua giá trị ngành công nghiệp khai khoáng, công nghiệp vẫn là ngành chủ đạo của tính Bà Rịa-Vũng Tàu mặc dù tỷ trọng công nghiệp trong giai đoạn 2010-2015 có xu hướng giảm nhẹ và thay bằng ngành nông nghiệp
