Hiện nay, dầu mỏ là nguồn nhiên liệu hầu như cung cấp cho mọi phương tiện giao thông và hoạt động khác của nền kinh tế, là một phần quan trọng không thể tách rời với lĩnh vực động cơ, máy móc. Được xếp thứ 28 trong số các nước có dầu mỏ trên thế giới, Việt Nam đứng thứ nhì chỉ sau Trung Quốc ở khu vực Đông Á với trữ lượng dầu thô khoảng 4,4 tỷ thùng. Khách hàng chủ yếu nhập dầu của Việt Nam là Nhật Bản, nhà máy lọc dầu Singapore, ….Chất lượng dầu của Việt Nam cao nên luôn hấp dẫn với thị trường tiêu thụ thế giới và trong khu vực. Dầu thô Việt Nam bắt đầu khai thác lần đầu tiên vào năm 1986 tại mỏ Bạch Hổ do công ty liên doanh Việt-Xô Petro (Vietsovpetro) khai thác. Với lưu lượng khoảng 1,000 tấn/ngày đêm, tổng trữ lượng địa chất đạt 500 triệu tấn dầu thô và dầu khí ở tầng móng mà thế giới khó sở hữu được, không chỉ có mỏ Bạch Hổ mà cho đến nay có hơn 6 mỏ khác đem lại công suất dầu thô có chất lượng cao mỗi ngày, trong đó, mỏ Bạch Hổ trên 100,000 thùng/ngày, Sư Tử Đen trên 70,000 thùng/ngày, Tê Giác Trắng 45,000 thùng/ngày, các mỏ khác 10-20,000 thùng/ ngày. Hầu hết các nước trong đó có Việt Nam, dầu mỏ là ngành độc quyền của doanh nghiệp Nhà nước có tỷ trọng nguồn thu ngân sách từ dầu mỏ tương đối cao. Sản lượng dầu thô của tổng công ty Dầu khí xuất khầu hàng năm đã đóng góp rất lớn trong tổng kim ngạch xuất khẩu của Việt Nam. Đây là ngành kinh tế mũi nhọn của nước ta trong thời kỳ kinh tế phát triển với công tác thăm dò và khai thác, vận chuyển dấu khí luôn cần được quan tâm, chú trọng đặc biệt. Tuy nhiên, ngân sách đầu tư trang thiết bị máy móc công nghệ tiên tiến cho ngành này là rất lớn về công nghệ sản xuất, quản lý doanh nghiệp, đào tạo đội ngũ cán bộ. Quy trình sử dụng vốn cùa Nhà nước luôn được nhiều cơ quan chức năng kiểm tra giám sát chặt chẽ nên cần có chiến lược đúng đắn và chính sách phù hợp trong công tác thăm dò và khai thác dầu khí trong giai đoạn tới.
