The FDS Road Map is conceived as a general guide for the MOET in attaining its goal of extending FDS to 90% of primary schools by 2020. The Road Map draws on the experience of the School Education Quality Assurance Project (SEQAP) in implementing FDS in poor and disadvantaged areas in 35 provinces between 2011-2016. It is a synthesis of what has been learned about the fundamental requirements for implementation of FDS in disadvantaged areas, the key success factors, the challenges involved and how these challenges may be approached and overcome if the MOET is to reach its target.
