Các công việc khi đưa vào chương trình phải được chọn lọc, sắp xếp lôgíc và hợp lý để tránh tình trạng chồng chéo giữa các công việc gây khó khăn cho Thủ trưởng. Đối với những nhiệm vụ công việc lớn Thư ký phải xác định được qui mô và tính chất của công việc.
