Tập trung đầu tư kết hợp cải tiến tổ chức, phát triển toàn diện toàn bộ chuỗi ngành hàng (từ sản xuất, chế biến đến buôn bán) đối với những ngành có lợi thế như lúa gạo, các da trơn ở ĐBSCL, cây công nghiệp ở Tây Nguyên... tại các vùng chuyên canh sản xuất hàng hóa phục vụ xuất khẩu trọng điểm (theo mô hình cánh đồng mẫu lớn, cánh đồng liên kết…). Ưu tiên đầu tư kết cấu hạ tầng, hệ thống dịch vụ phục vụ sản xuất kinh doanh và hệ thống kho tàng, chế biến, vận chuyển, tiếp thị… nhằm nâng cao giá trị gia tăng và giảm giá thành nông sản.
