Mục đích chính của chương trình là gì?
 Mục đích chính của Chương trình Cấp Nước Sạch và Vệ sinh Môi trường Nông thôn dựa
vào kết quả là tăng cường cơ hội tiếp cận bền vững các dịch vụ cấp nước sạch và vệ
sinh môi trường và nâng cao năng lực lập kế hoạch, giám sát và đánh giá của ngành
liên quan tại các tỉnh thuộc Chương trình Mục tiêu Quốc gia về Cấp Nước sạch và Vệ
sinh Môi trường Nông thôn (NTP).
Phương thức tiếp cận của chương trình như thế nào?
 Chương trình sẽ hỗ trợ giai đoạn 3 của NTP tại tám tỉnh theo cụm địa lý (bao gồm
Phú Thọ, Quảng Ninh,Hà Nội, Hưng Yên, Bắc Ninh, Hà Nam, Vĩnh Phúc, và Thanh
Hóa). Tại các tỉnh này, Chương trình sẽ thí điểm một cách tiếp cận mới thông qua
phương thức tài chính và lập kế hoạch dựa vào kết quả và tăng cường các cơ chế thể chế
liên quan đến quản lý nhà nước, đấu thầu mua sắm, quản lý tài chính, và các hệ thống
quản lý xã hội và môi trường. Chương trình sẽ từng bước biến chuyển NTP thành một hệ
thống tập trung và hiệu quả hơn để đạt được kết quả đầu tư bền vững.
 Bên cạnh đó, để đạt được mục tiêu này, Chính phủ Việt Nam sẽ thực hiện một chương
trình Hỗ trợ Kỹ thuật nhằm nâng cao năng lực thể chế của các cơ quan thực hiện NTP.
Chương trình hỗ trợ kỹ thuật này sẽ được tài trợ bởi Quỹ Ủy thác AusAID do bên nhận
thực hiện, do WB quản lý.
Các hoạt động chính của chương trình là gì?
 Chương trình bao gồm các hoạt động sau phù hợp với NTP. Chương trình sẽ được
triển khai tại tám tỉnh từ ngày 1 tháng 1, 2013 đến 31 tháng 12, 2017.

THE PROJECT WATER SUPPLY AND RURAL SANITATION BASED ON THERESULTS OF THE NATIONAL TARGET PROGRAMThe main purpose of the program is?• the main purpose of the water supply and rural sanitation are basedthe outcome is enhanced access to sustainable water supply services and protectionb. capacity development and environmental planning, monitoring and evaluation ofinvolved in the national target program on water supply cleanb. rural environment (NTP).The program's approach look like?• the program will support phase 3 of NTP in eight provinces under the geographic clusters (includingPhu Tho, Quang Ninh, Hanoi, Hung yen, BAC Ninh, HA Nam, Vinh Phuc and ThanhTurns). In these provinces, the program will pilot a new approach throughthe financial modalities and make plans based on results and strengthen institutional mechanismsrelated to governance, procurement, financial management, and systemssocial and environmental management. The program will gradually transform into an NTPcentralized system more effective and to achieve sustainable investment results.• In addition, in order to achieve this goal, the Government of Vietnam will make a chapterthe technical assistance aims at enhancing the institutional capacity of the agencies perform the NTP.This technical assistance program will be funded by AusAID Trust Fund by beneficiarydone, due to the WB managed.The main activities of the program: what is it?• the program includes the following activities conform to the NTP. PROJECT WATER SUPPLY AND SANITATION OF RURAL AREAS BASED ON
RESULTS OF NATIONAL PROGRAM OBJECTIVES
The main objective of the program is what?
 The main objective of the Program Water Supply and Sanitation Rural based
resulting in enhanced opportunities for sustainable access to clean water supply and sanitation
environment and capacity planning, monitoring and evaluation of the sectors
concerned in the province under the National Target Program Household Water Supply and Sanitation
Rural Sanitation (NTP).
The approach of the program like?
 The program will support Phase 3 of NTP in eight provinces geographical cluster (including
Phu Tho Quang Ninh, Ha Noi, Hung Yen, Bac Ninh, Ha Nam, Vinh Phuc and Thanh
Hoa). In these areas, the program will pilot a new approach through
financial methods and planning based on the results and strengthen the institutional mechanisms
related to state management, procurement, financial management, and systems
management environment and society. The NTP will gradually shift into a
centralized system more efficient and to achieve sustainable investment.
 In addition, to achieve this goal, the Government of Vietnam will implement a program
works Technical support to enhance the institutional capacity of the implementing agencies NTP.
The technical assistance will be funded by AusAID Trust Fund received by the
implementation, by WB management.

implemented in eight provinces from January 1, 2013 to December 31, 2017.
