Công tác bảo vệ, chăm sóc và nâng cao sức khỏe nhân dân luôn là một trong những chính sách ưu tiên hàng đầu của Đảng và Nhà nước ta, nhằm đảm bảo cho mọi người dân đều được tiếp cận dịch vụ y tế có chất lượng ngày càng cao không phụ thuộc khả năng chi trả, có như thế mới thực sự đảm bảo tính công bằng. Ngày 10/01/2013, Thủ tướng Chính phủ đã phê duyệt Chiến lược quốc gia bảo vệ, chăm sóc và nâng cao sức khỏe nhân dân giai đoạn 2011 - 2020, tầm nhìn đến năm 2030. Trong các giải pháp thực hiện có đề ra giải pháp củng cố và hoàn thiện mạng lưới y tế cơ sở, đổi mới chăm sóc sức khỏe ban đầu, phát triển đội ngũ NVYTTB nhất là ở miền núi, vùng sâu, vùng xa, khu vực biên giới.

On 01/10/2013, the Prime Minister approved the National Strategy for the protection, care and enhancing people's health period 2011-2020, with a vision to 2030. The implemented solutions have recommended a solution to consolidate and perfect the grassroots healthcare network, innovative primary health care, team development NVYTTB especially in mountainous, remote, border areas.
