Số năm học bắt buộc được nâng dần từ 3-4 năm (1886) lên 6 năm vào năm 1908. Tỷ lệ nhập học bậc tiểu học đã đạt 99% vào năm 1899. Giáo dục bắt buộc và miễn phí 9 năm ( hết trung học cơ sở) được thực hiện từ 1947 với việc ban hành Luật cơ bản về Giáo dục và Luật giáo dục nhà trường.
