Quỹ do UBND xã trực tiếp quản lý với Ban quản lý giúp việc gồm lãnh đạo UBND xã, đại diện các tổ chức chính trị xã hội của xã, cán bộ UBND xã các ngành có liên quan đến nông nghiệp, đất đai và kế toán và các trưởng thôn. UBND xã mở tài khoản ký gửi của xã tại Ngân hàng nhà nước để quản lý vốn của Quỹ.
