Các cơ quan Nhà nước xử lý dữ liệu, thông tin và ra quyết định dựa trên hệ thống các quy trình, thủ tục thống nhất và đồng bộ; ra quyét định và gửi quyết định này tới hệ thống thoả thuận cung cấp và trao đổi thông tin thống nhất giữa các cơ quan Nhà nước.
Cơ quan Hải quan ra quyết định cuối cùng về việc thông quan, giải phóng hàng hoá xuất khẩu, nhập khẩu, quá cảnh hoặc phương tiện vận tải xuất cảnh, nhập cảnh, quá cảnh căn cứ vào các quyét định của các cơ quan Nhà nước có liên quan được hệ thống chuyển tới kịp thời theo quy định về cung cấp dịch vụ công.
