Pháp luật của nước ta có nhiều quy định về quy hoạch và quản lý phát triển đô thị. Tuy nhiên, các quy định này còn chưa đầy đủ, thiếu đồng bộ, hiệu lực pháp lý thấp, nhiều quy định lạc hậu so với thực tế, chưa đáp ứng được yêu cầu quản lý phát triển đô thị và hội nhập quốc tế. Đây là nguyên nhân quan trọng dẫn đến sự bất cập trong công tác quy hoạch và quản lý phát triển đô thị ở nước ta hiện nay. Luật Xây dựng hiện hành đã có 1 chương quy định về quy hoạch xây dựng, tuy nhiên một số quy định của Luật còn mang tính nguyên tắc, thiếu các quy định cụ thể về quản lý phát triển đô thị theo quy hoạch

The laws of our country have many regulations on planning and management of urban development. However, these regulations are also incomplete, missing sync, the validity is low, many provisions obsolete compared to practice, do not meet the requirements to manage urban development and international integration. This is important cause leading to the inadequacies in the planning and management of urban development in our country today. The current construction law had a regulation on construction planning, however some provisions of the law also provides principles, the lack of specific provisions on the management of urban development under the planning

The laws of our country have many regulations on planning and managing urban development. However, these provisions are incomplete, uncompleted, lower legal force, many provisions lags behind reality, failing to meet the requirements of management of urban development and international integration. This is an important reason leading to the shortcomings in the planning and management of urban development in our country today. Current Building Code has one chapter regulating construction plan, however some provisions of Law also of principle, the lack of specific regulations on the management of urban development planned
