Số vốn đầu tư khổng lồ này đã khiến cho sức khỏe tài chính của các tập đoàn suy yếu do bị thất thoát, bị mất vốn do lỗ, do vốn đóng băng… dẫn đến nền kinh tế cũng bị khủng hoảng, méo mó theo. Việc thoái vốn đầu tư ngoài ngành đã trở nên bức thiết, vừa là để điều chỉnh chiến lược vĩ mô, vừa là để chỉnh đốn lại kế hoạch kinh doanh, nhằm tái cơ cấu lại các ngành, các lĩnh vực… và qua đó, tái cơ cấu lại toàn bộ nền kinh tế.
