Làm đầu mối quan hệ, phối hợp vận động, quản lý viện trợ và hoạt động của các tổ chức hòa bình, đoàn kết, hữu nghị, các tổ chức phi chính phủ và cá nhân nước ngoài nhằm góp phần thực hiện các mục tiêu phát triển kinh tế - xã hội, bảo đảm dân sinh, các chương trình nhân đạo từ thiện của thành phố Hồ Chí Minh và các tỉnh, thành trong khu vực;
