Để thực hiện mục tiêu này, tỉnh đưa ra các phương hướng phát triển ngành công nghiệp, có thể tóm tắt như sau:
(i) Phát triển các ngành, sản phẩm công nghiệp gắn với lợi thế cảng biển, sử dụng công nghệ và giá trị gia tăng cao, ít tiêu tốn năng lượng, thân thiện với môi trường, sử dụng ít lao động, có sức cạnh tranh trên thị trường trong nước và quốc tế, có sức lan tỏa thu hút công nghiệp hỗ trợ.
(ii) Xác định rõ các sản phẩm công nghiệp hỗ trợ chủ yếu để kêu gọi đầu tư. Đẩy mạnh hoạt động xúc tiến đầu tư, thu hút đầu tư nước ngoài, tổ chức thực hiện tốt đề án Phát triển chiến lược công nghiệp, nhanh chóng phát triển công nghiệp hỗ trợ nâng cao tính bền vững và khả năng cạnh tranh của nền sản xuất. Chuyển dịch cơ cấu sang các nhóm ngành công nghiệp hỗ trợ, đẩy mạnh tái cơ cấu trong nội bộ ngành công nghiệp theo hướng tăng tỷ trọng công nghiệp chế biến chế tạo, tiếp tục giảm dần tỷ lệ công nghiệp khai thác tài nguyên khoáng sản trong cơ cấu giá trị sản xuất công nghiệp.

(iv) Rà soát, điều chỉnh quy hoạch các khu công nghiệp, cụm công nghiệp. Chuyển dịch lao động nông thôn và di dời các cơ sở sản xuất gây ô nhiễm trong khu dân cư. Di dời các cơ sở chế biến hải sản, đồng thời chỉ phát triển mới các cơ sở chế biến hải sản chất lượng cao trong khu quy hoạch
(v) Khuyến khích các doanh nghiệp đầu tư đổi mới trang thiết bị sản xuất, áp dụng công nghệ hiện đại, tiết kiệm nguyên nhiên vật liệu và bảo vệ môi trường.
(vi) Tăng cường công tác đào tạo nghề gắn với chuyển dịch lao động nông nghiệp sang cung ứng nhân lực cho phát triển ngành công nghiệp hỗ trợ, góp phần chuyển dịch cơ cấu kinh tế, tạo việc làm, tăng thu nhập cho lao động nông thôn.
Có thể thấy rõ định hướng lớn trong phát triển công nghiệp của tỉnh trong giai đoạn sắp tới, đó là tập trung phát triển mạnh ngành công nghiệp hỗ trợ với việc tập trung phát triển cơ sở hạ tầng của 2 khu công nghiệp chuyên sâu, tăng cường hoạt động thu hút đầu tư với ngành công nghiệp hỗ trợ, tăng cường nguồn nhân lực cho ngành này. Tuy nhiên, với thế mạnh sẵn có của tỉnh là nguồn khí thiên nhiên, nguồn nước ngọt, trung tâm năng lượng và cảng nước sâu tự nhiên, tính phù hợp trong định hướng phát triển công nghiệp của tỉnh là chưa cao. Một định hướng phát triển công nghiệp nặng, công nghiệp cơ bản sẽ là hợp lí hơn, tận dụng tối đa những lợi thế sẵn có của tỉnh Bà Rịa Vũng Tàu
