Giáo viên mầm non cần dành thời gian đọc sách cho trẻ; hướng dẫn và khuyến khích cha mẹ, anh chị đọc sách, kể chuyện cho các em nghe thường xuyên tại gia đình. Các trường phổ thông cần tăng cường đổi mới hình thức tổ chức và phương pháp dạy học, đổi mới kiểm tra đánh giá theo hướng phát huy tính tích cực, chủ động, sáng tạo, ham thích tìm tòi tư liệu phục vụ học tập của học sinh; tập trung dạy cách học và rèn luyện năng lực tự học, tự cập nhật kiến thức, tạo nền tảng cho học tập suốt đời.
