Từ cuối năm 1998, đầu năm 1999 - thời điểm chuẩn bị bước vào thế kỷ XXI và thiên niên kỷ mới, UBND tỉnh Thừa Thiên Huế với sự phối hợp, hỗ trợ của Chính phủ Pháp và Đại sứ quán Cộng hòa Pháp tại Việt Nam, sự giúp đỡ trực tiếp của Bộ Văn hóa Thông tin, Tổng cục Du lịch, Bộ Ngoại giao và các bộ, ngành đã chính thức đề nghị Chính phủ cho phép tỉnh Thừa Thiên Huế phối hợp với Đại sứ quán Pháp tại Việt Nam tổ chức Festival Huế 2000 - một lễ hội văn hóa nghệ thuật, du lịch có quy mô quốc gia và tính quốc tế đầu tiên ở Việt Nam.
