Vietnam has been successful in its efforts to reduce the poverty rate from over 60% in 1990 to 18.1% in 2011, largely thanks to the speed of economic growth, with an average increase of 8-9% per year. Maintaining economic growth momentum is now necessary but not sufficient condition. Growth must be accompanied by equal and should bring benefits to all regions and population groups in the country.
