Căn cứ Nghị định số 67/NĐ-CP ngày 07/7/2014 của Chính phủ về một số chính sách phát triển thủy sản;
Căn cứ Quyết định số 346/QĐ-TTg ngày 15/3/2010 của Thủ tướng Chính phủ về việc phê duyệt Quy hoạch hệ thống cảng cá, bến cá đến năm 2020, định hướng đến 2030;
Căn cứ Quyết định số 1349/QĐ-TTg ngày 09/8/2011 của Thủ tướng Chính phủ về việc phê duyệt điều chỉnh Quy hoạch khu neo đậu tránh trú bão cho tàu cá đến năm 2020, định hướng đến 2030;
Công văn số 6021/BNN-TCTS ngày 29/7/2014 của Bộ Nông nghiệp và PTNT về việc tổ chức triển khai thực hiện Nghị định 67/2014/NĐ-CP;
Căn cứ Quyết định số 3602/QĐ-BNN-TCTS ngày 19/8/2014 của Bộ Nông nghiệp và PTNT về việc ban hành hướng dẫn về số lượng tàu cá đóng mới thực hiện theo Nghị định số 67/2014/NĐ-CP;
Căn cứ Thông tư số 22/2014/TT-NHNN ngày 15/08/2014 của Ngân hàng Nhà nước Việt Nam về hướng dẫn thực hiện chính sách tín dụng theo Nghị định số 67/2014/NĐ-CP ngày 07/7/2014 của Chính phủ;
Căn cứ Thông tư số 114/2014/TT-BTC ngày 20/8/2014 của Bộ Tài chính về hướng dẫn cấp bù lãi suất do thực hiện chính sách tín dụng theo Nghị định số 67/2014/NĐ-CP ngày 07/7/2014 của Chính phủ;
Căn cứ Thông tư số 115/2014/TT-BTC ngày 20/8/2014 của Bộ Tài chính về hướng dẫn thực hiện chính sách bảo hiểm quy định tại Nghị định số 67/2014/NĐ-CP ngày 07/7/2014 của Chính phủ;
Căn cứ Thông tư số 117/2014/TT-BTC ngày 21/8/2014 của Bộ Tài chính về hướng dẫn thực hiện một số điều của Nghị định số 67/2014/NĐ-CP ngày 07/7/2014 của Chính phủ;
Căn cứ Thông tư số 25/2014/TT-BNNPTNT ngày 25/8/2014 của Bộ Nông nghiệp và PTNT quy định yêu cầu kỹ thuật đối với thiết kế mẫu tàu cá;
Căn cứ Thông tư số 26/2014/TT-BNNPTNT ngày 25/8/2014 của Bộ Nông nghiệp và PTNT quy định yêu cầu về nhà xưởng, trang thiết bị đối với cơ sở đóng mới, nâng cấp, cải hoán tàu cá;
Căn cứ Thông tư số 27/2014/TT-BNNPTNT ngày 25/8/2014 của Bộ Nông nghiệp và PTNT quy định về nội dung và định mức duy tu, sửa chữa tàu cá vỏ thép được hỗ trợ theo Nghị định số 67/2014/NĐ-CP ngày 07/7/2014 của Chính phủ;
Theo đề nghị của Sở Nông nghiệp và PTNT tại Tờ trình số 323/TTr-SNN&PTNT ngày 14/10/2014,
QUYẾT ĐỊNH:
Điều 1. Ban hành kèm theo Quyết định này Kế hoạch triển khai thực hiện Nghị định số67/2014/NĐ-CP ngày 07/7/2014 của Chính phủ trên địa bàn tỉnh Quảng Nam.
Điều 2. Sở Nông nghiệp và PTNT (cơ quan thường trực Ban Chỉ đạo tỉnh về triển khai thực hiện Nghị định 67/2014/NĐ-CP ngày 07/7/2014 của Chính phủ) chịu trách nhiệm chủ trì cùng với các Sở, ngành, địa phương triển khai thực hiện và tổng hợp kết quả; các tồn tại, vướng mắc định kỳ báo cáo UBND tỉnh, các Bộ ngành Trung ương để theo dõi, chỉ đạo xem xét giải quyết.
Điều 3. Chánh Văn phòng UBND tỉnh; Giám đốc các Sở: Nông nghiệp và PTNT, Tài chính, Kế hoạch và Đầu tư, Thông tin và Truyền thông; Giám đốc Chi nhánh Ngân hàng Nhà nước tỉnh; Chủ tịch Hội nghề cá tỉnh; Chủ tịch UBND các huyện, thành phố: Tam Kỳ, Núi Thành, Thăng Bình, Duy Xuyên, Điện Bàn, Hội An; các thành viên Ban Chỉ đạo triển khai Nghị định 67/2014/NĐ-CP của tỉnh và thủ trưởng các cơ quan liên quan căn cứ quyết định thi hành.
Quyết định này có hiệu lực kể từ ngày ký./.

TRIỂN KHAI THỰC HIỆN NGHỊ ĐỊNH SỐ 67/2014/NĐ-CP NGÀY 07/7/2014 CỦA CHÍNH PHỦ TRÊN ĐỊA BÀN TỈNH QUẢNG NAM

A. MỤC ĐÍCH, YÊU CẦU
1. Mục đích:
Nhằm triển khai thực hiện Nghị định số 67/2014/NĐ-CP ngày 07/7/2014 của Chính phủ về một số chính sách phát triển thủy sản (gọi tắt là Nghị định số 67/2014/NĐ-CP) đảm bảo:
- Từ năm 2014-2016, triển khai thực hiện chính sách tín dụng, chính sách bảo hiểm và một số chính sách khác để hỗ trợ cho ngư dân đầu tư đóng mới tàu nhằm từng bước hiện đại hóa đội tàu đánh bắt xa bờ, thúc đẩy hình thành phương thức tổ chức đánh bắt theo hướng liên kết, hợp tác sản xuất trong quá trình khai thác, kết hợp với dịch vụ hậu cần phục vụ đánh bắt và tiêu thụ sản phẩm. Đồng thời, hỗ trợ ngư dân tiếp tục vươn khơi bám biển đánh bắt thủy sản, đảm bảo đời sống, tăng thu nhập cho ngư dân, kết hợp với quốc phòng an ninh, góp phần bảo vệ biển, đảo, chủ quyền quốc gia, lãnh thổ.
- Giai đoạn 2014-2020, hoàn thành đưa vào sử dụng 02 dự án đang triển khai xây dựng và triển khai thực hiện 06 dự án đầu tư kết cấu hạ tầng nghề cá (khu neo trú tàu thuyền, khu dịch vụ hậu cần nghề cá, cảng cá, vùng nuôi trồng thủy sản tập trung) có tính chất cấp bách, đột phá nhằm phát triển thủy sản trong thời gian tới theo hướng bền vững.
2. Yêu cầu:
a) Phân công trách nhiệm, nhiệm vụ cụ thể của các cấp, các ngành, địa phương liên quan đảm bảo thực hiện tốt sự chỉ đạo của UBND tỉnh về triển khai Nghị định số 67/2014/NĐ-CP.
b) Xác định cụ thể nội dung công việc, khối lượng, tiến độ, thời hạn hoàn thành các dự án, Chương trình đã được Chính phủ quy định theo thứ tự ưu tiên để tạo đột phá trong thời gian đến.
B. NỘI DUNG THỰC HIỆN
I. TUYÊN TRUYỀN, PHỔ BIẾN NGHỊ ĐỊNH SỐ 67/2014/NĐ-CP
1. Đăng tải, phổ biến nội dung Nghị định số 67/2014/NĐ-CP trên Website của tỉnh, Website của Sở Nông nghiệp và Phát triển nông thôn, các cơ quan báo chí của tỉnh và địa phương
- Cơ quan chủ trì: Sở Nông nghiệp và Phát triển nông thôn.
- Cơ quan phối hợp: Sở Thông tin và Truyền thông, Báo Quảng Nam, Đài Phát thanh và Truyền hình Quảng Nam.
- Thời hạn thực hiện: Quý III năm 2014.
2. Tổ chức tập huấn, hội nghị phổ biến nội dung cơ bản của Nghị định 67/2014/NĐ-CP đến các tổ chức, cá nhân có liên quan tại 06 huyện, thành phố ven biển.
- Cơ quan chủ trì: Sở Nông nghiệp và Phát triển nông thôn.
- Cơ quan phối hợp: Chi nhánh Ngân hàng Nhà nước tỉnh, Sở Tài chính, Báo Quảng Nam, Đài Phát thanh và Truyền hình Quảng Nam.
- Thời hạn thực hiện: Tháng 9-10 năm 2014.
3. Lồng ghép phổ biến Nghị định số 67/2014/NĐ-CP trong các hội nghị chuyên đề; hội nghị sơ kết, tổng kết ở các xã, huyện ven biển.
- Cơ quan chủ trì: UBND các xã, huyện ven biển.
- Cơ quan phối hợp: Hội nghề cá tỉnh Quảng Nam và các sở, ngành, đoàn thể liên quan.
- Thời gian thực hiện: Quý III - Quý IV năm 2014.
II. THÀNH LẬP BAN CHỈ ĐẠO VÀ TỔ GIÚP VIỆC BAN CHỈ ĐẠO THỰC HIỆN NGHỊ ĐỊNH SỐ 67/2014/NĐ-CP
Ban Chỉ đạo và Tổ giúp việc Ban Chỉ đạo được UBND tỉnh thành lập tại Quyết định số2860/QĐ-UBND ngày 19/9/2014 có trách nhiệm khẩn trương triển khai các nội dung Nghị định số 67/2014/NĐ-CP ngày 07/7/2014 của Chính phủ về một số chính sách phát triển thủy sản trên địa bàn tỉnh Quảng Nam.
III. CÁC CHƯƠNG TRÌNH, DỰ ÁN PHÁT TRIỂN THỦY SẢN 2014 - 2020
- Tiếp tục triển khai hoàn thành đưa vào khai thác 02 dự án đầu tư Khu neo đậu tránh trú bão cho tàu cá Cửa Đại, tại Cẩm Nam, TP Hội An và dự án hạ tầng Khu sản xuất giống thủy sản tập trung tại xã Bình Nam, huyện Thăng Bình với tổng mức đầu tư là: 76.919 triệu đồng.
- Phấn đấu triển khai 06 dự án đầu tư các hạng mục hạ tầng thiết yếu của cảng cá, khu neo đậu tránh trú bão và hạ tầng vùng nuôi trồng thủy sản tập trung theo danh mục thứ tự ưu tiên.
1. Danh mục các dự án ưu tiên đầu tư từ năm 2014 - 2016:
a) Dự án đang triển khai thực hiện:
- Dự án Khu neo đậu tránh trú bão cho tàu cá Cửa Đại, tại Cẩm Nam, TP Hội An .
- Dự án Hạ tầng khu sản xuất giống thủy sản tập trung, tại xã Bình Nam, huyện Thăng Bình.
b) Dự án đã hoàn chỉnh hồ sơ:
- Dự án Đê chắn sóng tại khu neo đậu tránh trú bão cho tàu cá An Hòa, huyện Núi Thành.
- Dự án Mở rộng Khu neo đậu tàu thuyền và kết hợp xây dựng Cảng cá Hồng Triều, huyện Duy Xuyên.
- Dự án Khu neo đậu tránh trú bão cho tàu cá Cửa Đại tại xã Cẩm Thanh, thành phố Hội An.
- Dự án Đầu tư xây dựng cơ sở hạ tầng vùng nuôi trồng thủy sản tập trung tại xã Tam Tiến, huyện Núi Thành.
2. Dự án ưu tiên đầu tư giai đoạn 2016-2020:
- Dự án Cảng cá, chợ đầu mối thủy sản tại xã Tam Quang, huyện Núi Thành.
- Dự án Đầu tư xây dựng Trung tâm giống thủy sản nước mặn lợ Bình Nam, Thăng Bình.

3. Ngoài ra, tùy thuộc vào nhu cầu bức thiết và khả năng nguồn vốn đáp ứng, Giao Sở Nông nghiệp và PTNT chủ trì, phối hợp với các địa phương và Sở Kế hoạch và Đầu tư khảo sát, lập dự án đầu tư cảng cá, bến cá, khu neo đậu tàu thuyền,… cho các địa phương (trong đó có bến cá, khu neo đậu tàu thuyền ở Thăng Bình)

To issue together with this Decision Plan implementing Decree so67 / 2014 / ND CP dated 07/7/2014 of the Government of the province of Quang Nam. Article 2. PURPOSE AND REQUIREMENTS 1. Purpose: To implement Decree No. 67/2014 / ND-CP dated 07/7/2014 of the Government on a number of fisheries policy development (referred to as Decree No. 67/2014 / ND-CP ) ensure that: - Since 2014-2016, implementing credit policy, insurance policies and other policies to support investment for fishermen in order to gradually newbuilding fleet modernization offshore, promote the formation of organized fishing methods towards linked, jointly produced during mining, combined with logistics for catching and consumption of products. At the same time, support for offshore fishermen to continue fishing sea stick, livelihood security, increase incomes for fishermen, combined with defense and security, help protect the sea, islands, national sovereignty territory. - Phase 2014-2020, completed and put into use 02 projects under construction and implementation of 06 investment projects in fisheries infrastructure (residential zones boats anchored, the translation logistics fisheries, fishing ports and aquaculture areas concentrate) with urgency, to develop breakthrough fisheries in the future in a sustainable way. 2. Requirements: a) assign responsibilities, specific tasks of all levels, branches and localities concerned ensure good implementation of PPC guidance on implementation of Decree No. 67/2014 / ND-CP. b) Identify specific job content, volume, tempo, time for completion of the project, the government program has been defined in order of priority to create a breakthrough in the near future. B. CONTENTS OF IMPLEMENTATION I. PROPAGANDA AND DISSEMINATION OF DECREE No. 67/2014 / ND-CP 1. The list of priority investment projects in 2014 - 2016: a) The project is implemented: - The project area storm shelters for fishing boats Cua Dai, in Cam Nam, Hoi An City. - Technical Infrastructure projects like aquaculture production areas concentrated in Binh Nam, Thang Binh District. b) The project was completed dossiers: - Project breakwater at storm shelters for fishing boats An Hoa, Nui Thanh district. - Area Expansion Project moored boats and combined construction snapper North Port, Duy Xuyen district. - The project area storm shelters for fishing boats in Cam Thanh Cua Dai, Hoi An. - Project for the construction of infrastructure of aquaculture areas gathered in Tam Tien, Nui Thanh district. 2. Priority Investment Projects 2016-2020 period: - Project fishing port, seafood wholesale market in Tam Quang commune, Nui Thanh district. - Project Construction Investment Center brackish saltwater aquatic seed Binh Nam, Thang Binh.
