Chính phủ cũng nỗ lực tính toán với những quan tâm của các nhà tài trợ và cố gắng đáp ứng các yêu cầu trong quá trình thương thảo. Bên cạnh đó, việc quản lý sử dụng nguồn vốn ODA được xác lập trên cơ sở: “Quy hoạch phát triển là nền tảng của bộ máy quản lý phát triển và là cơ sở cho việc quản lý ODA”.
