1. Hệ thống tổ chức ngành bảo vệ thực vật
1.1. Ở Trung ương:
Cục Bảo vệ thực vật (BVTV) là cơ quan tham mưu, giúp Bộ trưởng Bộ Nông nghiệp và PTNT quản lý nhà nước và tổ chức thực thi pháp luật trong lĩnh vực Bảo vệ và Kiểm dịch thực vật.
Gồm 09 phòng tham mưu, 01 Văn phòng đại diện Cục phía Nam và 18 đơn vị trực thuộc; trong đó, có 4 trung tâm Bảo vệ thực vật vùng, giúp Cục trưởng Cục Bảo vệ thực vật thực hiện công tác bảo vệ thực vật tại các tỉnh phía Bắc, Khu 4, Miền Trung và các tỉnh phía Nam. 09 chi cục Kiểm dịch thực vật vùng quản lý tại các cửa khẩu trên địa bàn cả nước.
Hiện nay, Cục BVTV có 588 lao động, trong đó có 376 biên chế. Khối Quản lý nhà nước có 361 lao động, trong đó có 229 biên chế và 122 hợp đồng (chỉ tiêu kế hoạch là 237 biên chế). Khối sự nghiệp có 227 lao động, trong đó có 147 biên chế và 77 hợp đồng (chỉ tiêu kế hoạch là 153 biên chế).
1.2. Ở địa phương
Hệ thống ngành Bảo vệ thực vật tiếp tục được giữ vững, toàn quốc có 63 Chi cục Bảo vệ thực vật tại 63 tỉnh, thành với 629 trạm Bảo vệ thực vật huyện. Tổng số lao động là 4.552 người, trong đó cán bộ trong biên chế có 3.790 người (chiếm 83%). Số cán bộ có trình độ trên đại học 487 người (chiếm 10,69%), đại học 3.032 (chiếm 66,6%). Công chức 975 người tại 62 tỉnh (1 Chi cục BVTV tỉnh chưa có công chức), trong đó, có 1 tỉnh có 1 công chức, 1 tỉnh có 3 công chức; 13 tỉnh có công chức ở Trạm BVTV là 98 người (chiếm 10%), nhưng có tỉnh có 32 công chức và 1 tỉnh có 22 công chức ở Trạm BVTV.
1.3. Mạng lưới BVTV cấp xã:
a) Thực hiện Thông tư liên tịch số 61/2008/TTLT-BNN-BNV ngày 15 tháng 5 năm 2008 hướng dẫn chức năng, nhiệm vụ, quyền hạn và cơ cấu tổ chức của cơ quan chuyên môn thuộc Ủy ban nhân dân cấp tỉnh, cấp huyện và nhiệm vụ quản lý nhà nước của Ủy ban nhân dân cấp xã về nông nghiệp và phát triển nông thôn nhiều tỉnh, thành đã chủ động xây dựng và được Hội đồng nhân dân phê duyệt Đề án tăng cường năng lực hệ thống quản lý Nhà nước ngành BVTV ở địa phương. Đến nay, 17 tỉnh có 2.298 người thực hiện công tác trồng trọt-BVTV hoặc BVTV cấp xã (đạt 79,3% số xã của 17 tỉnh), chiếm 23% số xã sản suất nông nghiệp so với toàn quốc; Tuy nhiên, không có sự thống nhất giữa các địa phương, như:
- Hình thức tổ chức quản lý:
+ Vĩnh Phúc, Phú Thọ, Bắc Giang thuộc Tổ Khuyến nông do Ủy ban nhân dân xã quản lý;
+ Nam Định, Hà Nam thuộc Ban Nông nghiệp xã do Ủy ban nhân dân xã hoặc Hợp tác xã quản lý;
+ Số còn lại do Chi cục Bảo vệ thực vật các tỉnh quản lý.
- Nhiệm vụ mạng lưới BVTV cấp xã chủ yếu thực hiện theo hướng dẫn Thông tư số 04/2009/TT-BNN ngày 21/01/2009 của Bộ trưởng Bộ Nông nghiệp và Phát triển nông thôn về việc hướng dẫn nhiệm vụ của cán bộ, nhân viên chuyên môn, kỹ thuật ngành nông nghiệp và phát triển nông thôn trên địa bàn cấp xã.
b) Những điểm tích cực tại những nơi có mạng lưới Bảo vệ thực vật (BVTV) cấp xã hoạt động tốt:
- Hầu hết những người trong mạng lưới Bảo vệ thực vật (BVTV) cấp xã có trình độ, kinh nghiệp chuyên môn về BVTV, am hiểu địa bàn hoạt động; có chế độ phụ cấp ổn định; không phải thu phí dịch vụ BVTV nên yên tâm công tác, vì vậy có thể áp dụng cho tất cả các vùng có điều kiện kinh tế, xã hội khác nhau;
- Chủ động nắm chắc tình hình sinh vật gây hại trên đồng ruộng; là cầu nối giữa Ủy ban nhân dân cấp xã, cơ quan chuyên môn cấp huyện với người nông dân trong công tác nắm tình hình sản xuất, phát hiện sinh vật gây hại và kịp thời đề xuất biện pháp phòng chống với chính quyền cấp xã; đồng thời, tuyên truyền, hướng dẫn nông dân biện pháp kỹ thuật phòng chống kịp thời; do đó, các biện pháp kỹ thuật trong công tác phòng sinh vật gây hại được tăng cường, sâu bệnh được phát hiện và phòng chống ngay từ khi còn diện hẹp, đã giảm chi phí phòng chống, bảo vệ năng suất, chất lượng và hiệu quả cây trồng;
- Tham mưu giúp Uỷ ban nhân dân xã và Chi cục BVTV tỉnh quản lý Nhà nước về kinh doanh, sử dụng thuốc bảo vệ thực vật đi vào nề nếp theo quy định; giảm số lượng sử dụng trên đồng ruộng, góp phần tăng hiệu quả sản xuất, đảm bảo an toàn thực phẩm và môi trường.
Sự đóng góp của mạng lưới BVTV cấp xã đã được nông dân và lãnh đạo các địa phương đánh giá cao về hiệu quả phòng trừ sinh vật gây hại, an toàn thực phẩm và bảo vệ môi trường.
