Với một sự đầu tư lớn như thế, một số câu hỏi cần đặt ra: các chương trình đào tạo cấp đại học ở nước ta so sánh ra sao với các nước trong vùng, các đại học của Nhà nước sử dụng nhân lực, cơ sở vật chất hữu hiệu hay lãng phí, sinh viên tốt nghiệp đại học có chỗ đứng gì trong xã hội và nền kinh tế thị trường, kiến thức và kĩ năng của sinh viên tốt nghiệp đại học ra sao, hệ thống giáo dục đại học đã góp phần gì cho phát triển kinh tế, v.v… Rất tiếc là các câu hỏi này vẫn chưa được trả lời thoả đáng một cách định lượng.
