- Phát triển các đô thị nhỏ để cung cấp các dịch vụ hạ tầng phục vụ dân cư vùng đệm và kiểm soát các hoạt động phát triển kinh tế du lịch, đầu tư xây dựng để giảm nguy cơ xâm lấn Vườn quốc gia. Đó là các đô thị du lịch Phong Nha, Phúc Trạch – Troóc, Cha Lo, Thượng Trạch tại cửa khẩu Cà Roòng.
- Xây dựng nông thôn gắn với sản xuất nông lâm nghiệp và du lịch. Tăng cường điều kiện sống trong các thôn bản, kiên cố hóa trạm y tế, hệ thống trường học các cấp, nhà văn hóa xã, các trạm khuyến nông, khuyến lâm…, thành lập hệ thống thuỷ lợi nhỏ đảm bảo tưới tiêu. Thiết lập mô hình nhà ở nông thôn gắn với vườn hộ gia đình để khai thác các nông lâm sản có tiềm năng đối với thị trường du lịch. Phát triển nghề thủ công nghiệp nông thôn làm hàng lưu niệm xuất xứ từ Phong Nha - Kẻ Bàng. Xây dựng hạ tầng nông thôn để phục vụ sản xuất, giao lưu và du lịch. Các điểm dân cư nông thôn đến năm 2020 phấn đấu đạt các tiêu chí: 100% hộ dân sử dụng điện lưới và nước sạch, 100% bản làng có đường liên thôn, liên xã. Hình thành không gian kiến trúc làng bản, nhà ở và công trình công cộng dựa trên đặc trưng riêng của khu vực Phong Nha - Kẻ Bàng
