Ông Bùi Văn Tiếng, Chủ tịch Hội Khoa học lịch sử thành phố Đà Nẵng chia sẻ tại Hội thảo: An ninh nguồn nước trên thế giới nói chung và Việt Nam nói riêng hiện nay đang rất cấp bách, lưu vực sông Mê Kông đã thành lập một Ủy Ban đứng đầu là Thủ tướng của các Quốc gia, các tổ chức về tài nguyên nước của các quốc gia trên thế giới quan tâm. Nguồn nước sông Cửu Long, sông Hồng bây giờ đã khô hạn, phải trơ đáy. Môi trường nước của hai địa phương Quảng Nam và Đà Nẵng thì ô nhiễm bởi chất độc Dioxin của chiến tranh. Vì thế, để đảm bảo nguồn nước lưu vực sông Vu Gia – Thu Bồn không chỉ liên quan đến Quảng Nam hay Đà Nẵng mà cả hai địa phương phải chung tay và thực hiện điều này chúng ta có một số thuận lợi: (1) Mang tính chất quốc tế nên sẽ được sự ủng hộ tài trợ, hỗ trợ về kinh nghiệm, kỹ thuạt, phương tiện của các tổ chức; (2) Người dân đều là người Quảng, không có sự phân biệt Quảng Nam và Đà Nẵng, khi tách tỉnh đã thống nhất “chia tỉnh chứ không chia tình”. Tuy nhiên, cũng gặp phải nhiều khó khăn cần giải quyết: (1) Mâu thuẫn giữa phát triển kinh tế xã hội và bảo vệ môi trường, an ninh nguồn nước và bảo vệ an ninh quốc gia; (2) Mâu thuẫn về địa hình. Việc phối hợp là rất cần thiết, 2 Sở phối hợp dự thảo các sản phẩm và tổ chức hội thảo lần này là rất quan trọng là cơ hội để các Sở ban ngành, đoàn thể giữa 2 địa phương trao đổi, chia sẻ thông tin về công tác quản lý tài nguyên và môi trường theo lĩnh vực, ngành được phân công. Chúng ta đang phối hợp với nhau chỉ là giải pháp tình thế trong khi chờ thành lập ủy ban lưu vực sông, còn giải pháp cơ bản lâu dài vẫn là ủy ban lưu vực sông vì vậy 2 địa phương phải tích cực tham mưu cho Chính phủ, Thủ tướng sớm phê duyệt quyết định thành lập Ủy ban này.
