Qua kiểm tra đối chiếu số dư công nợ nội bộ giữa Văn phòng công ty và Ban quản lý Dự án tại thời điểm 31/12/2015, chúng tôi thấy rằng trong giai đoạn từ năm 2009 tới năm 2012, Chi phí xây dựng cơ bản dở dang và thuế giá trị gia tăng đầu vào tương ứng của Ban quản lý dự án được hạch toán đồng thời ở cả Văn phòng Công ty (Văn phòng đã khấu trừ VAT đầu vào) và Ban quản lý dự án với số tiền: 2.819.064.540 VND trong đó chi phí xây dựng cơ bản dở dang là: 2.685.562.631 VND và thuế VAT đầu vào đã khấu trừ tại Văn phòng là: 133.501.909 VND. Vấn đề này sẽ ảnh hưởng tới giá trị của khoản mục chi phí xây dựng cơ bản dở dang tại Văn Phòng công ty không phản ánh đúng thực tế phát sinh. Đồng thời khoản thuế VAT đầu vào tương ứng của “Dự án Mở rộng hệ thống cấp nước Thị xã Đồng Xoài” và “Dự án Thoát nước và xử lý nước thải Thị xã Đồng Xoài” đang theo dõi trên sổ sách của Ban quản lý Dự án sẽ không được hoàn theo lộ trình của 2 Dự án.
