2.2. Tình trạng dễ bị tổn thương khu vực đô thị
Cùng với sự phát triển kinh tế, tỷ lệ đô thị hoá của Việt Nam sẽ nâng cao dần và dân số đô thị sẽ tăng theo cấp số nhân trong các thập kỷ tới. Theo tầm nhìn phát triển đô thị đến năm 2050 được Thủ tướng Chính phủ phê duyệt tại quyết định số 445/QĐ-TTg ngày 7/4/2009 dân số đô thị Việt Nam sẽ đạt đến 38% trong tổng dân số vào năm 2015 và 45% vào năm 2020. Tốc độ đô thị hóa diễn ra nhanh chóng càng làm gia tăng các rủi ro với tần suất cao, quy mô nhỏ gây nhiều thiệt hại về kinh tế, gián đoạn hoạt động sản xuất kinh doanh, làm tăng tình trạng dễ bị tổn thương cho dân cư đô thị và nhiều thiệt hại vẫn chưa được thống kê đầy đủ.
Tình trạng dễ bị tổn thương khu vực đô thị được xem xét dựa trên 03 lĩnh vực (an toàn cộng đồng, sản xuất kinh doanh, sức khỏe vệ sinh môi trường) và 03 khía cạnh (vật chất, tổ chức xã hội, nhận thức-kinh nghiệm-thái độ động cơ).

According to the urban development vision to 2050 was the Prime Minister for approval in decision No. 445/QD-TTg on 7/4/2009 municipality of Vietnam's population will reach to 38% of the total population in 2015 and 45% by 2020. Rate of urbanization taking place quickly as possible increases the risk of high frequency, small size causes more damage to the economy, interrupted production and business activities, increases the vulnerability status for urban dwellers and much damage has not been adequate statistics. Status of vulnerable urban areas are consideration based on field 03 (public safety, business, health, sanitation) and 3 aspects (physical, cognitive, social-experience-motor behavior).

2.2. Status vulnerable urban areas
Along with economic development, urbanization rate of Vietnam will improve gradually and the urban population will grow exponentially in the next decade. According to the vision of urban development to 2050 was approved by the Prime Minister in Decision No. 445 / QD-TTg dated 04/07/2009 Vietnam's urban population will reach 38% of the total population in 2015 and 45% in 2020. The rate of urbanization taking place more rapidly increases the risk for high frequency, small-scale caused economic damage, disruption of business operations, increase vulnerable situation for urban residents and damage is not yet complete statistics.
Status vulnerable urban areas are reviewed based on 03 sectors (public safety, production business, health, sanitation) and 03 dimensions (physical, social organizations, experience-cognitive-motor behavior).
