Chính sách tài khóa là các quan điểm, cơ chế và phương thức huy động các nguồn hình thành ngân sách nhà nước, các quỹ tài chính có tính chất tập trung của Nhà nước để chi và sử dụng các khoản chi của ngân sách nhà nước theo kế hoạch từng năm tài chính, gồm: chi thường xuyên, chi đầu tư phát triển, bổ sung quỹ dự trữ quốc gia, trả nợ trong và ngoài nước đến hạn.
