Theo dự thảo văn kiện dự án, các nội dung dự kiến triển khai bao gồm: hoàn thiện hệ thống quan trắc thu thập thông tin về lượng mưa, mực nước sông, mực nước đập chứa và tình hình ngập, thiết bị quản lý đập tại văn phòng quản lý 3 đập, thiết bị tại trung tâm quản lý lũ ở Thừa Thiên Huế; thu thập thông tin địa hình và sông bằng công nghệ Lidar để xây dựng hệ thống thông tin phòng chống lụt bão tổng hợp, hoàn thiện sổ tay vận hành liên hồ chứa... Mục đích quản lý, vận hành hiệu quả các đập hiện có, góp phần giảm nhẹ thiệt hại do lũ gây ra trên toàn bộ lưu vực thông qua việc lắp đặt các thiết bị quan trắc thủy văn và hoàn thiện nâng cấp hệ thống cảnh báo.
