Bản dự thảo này không thể gọi là „Lộ trình FDS“ được Tuy rằng bản dự thảo này đóng góp nhiều khuyến nghị cho việc thực hiện FDS nhưng mới chỉ liệt kê và phân tích được một số việc làm của SEQAP với các phân tích và khuyến nghị mang tý kiến cá nhân. Dự thảo chưa nêu ra được muốn thực hiện FDS thì phải tuần tự làm những việc gì, việc gì trước , việc gì sau và làm như thế nào kèm theo phân tích khuyến nghị. Do đây là dự thảo lần 1 cho nên bố cục chưa mạc lạc và chưa logics, nhiều từ ngữ sử dụng chưa được chuẩn kể cả phần trích dẫn không rõ ràng.
