Việc mở thầu phải được tiến hành công khai và bắt đầu ngay trong vòng 01 giờ, kể từ thời điểm đóng thầu. Chỉ tiến hành mở các hồ sơ dự thầu mà bên mời thầu nhận được trước thời điểm đóng thầu theo yêu cầu của hồ sơ mời thầu trước sự chứng kiến của đại diện các nhà thầu tham dự lễ mở thầu, không phụ thuộc vào sự có mặt hay vắng mặt của các nhà thầu;

The opening bid must be conducted openly and start right in within 12 hours from the time of bid closing. Only conduct open tenders which bid received prior to bid closing as required by the tender dossier before the witness of representatives of contractors attend opening bid, does not depend on the presence or absence of the contractor;

The bid opening shall be conducted openly and start immediately within 01 hours from the time of bid closing. Only conduct open tenders which the tenderer received before the bid closing as required by bidding documents before witnessed by representatives of participating bidders bid opening, does not depend on there presence or absence of the contractor;
