Bên cạnh đó, NHNN vừa ban hành Thông tư số 03/2012/TT-NHNN ngày 8/3/2012, có hiệu lực thi hành kể từ ngày 2/5/2012 nhằm thu hẹp đối tượng có thể vay nằm trong mục đích đảm bảo tăng trưởng tín dụng ngoại tệ phù hợp khả năng huy động. Điều này có nghĩa, tiến tới chỉ còn câu chuyện mua bán ngoại tệ chứ không có cho vay và gửi tiền nhằm hoàn thành chủ trương hạn chế tình trạng đôla hóa ở Việt Nam. Với lý do đó, khá nhiều người dân và cả doanh nghiệp có xu hướng chuyển sang nắm giữ VND thay vì ngoại tệ.
