1.1. GIỚI THIỆU TỔNG QUAN VỀ DỰ ÁN
Việt Nam là quốc gia có lợi thế về biển, với chiều dài bờ biển 3.260km, vùng kinh tế biển rộng hơn 1 triệu km2, gấp 3 lần diện tích đất liền, bao gồm hơn 3.000 hòn đảo lớn nhỏ. Tuy nhiên, ngành khai thác đánh bắt hải sản của Việt Nam đang còn lạc hậu, chủ yếu khai thác thủ công.
Cả nước hiện có khoảng 24.500 tàu gỗ có nhu cầu chuyển sang tàu vỏ thép.
Chính phủ đã quyết định chủ trương đóng tàu cá vỏ thép thay thế tàu vỏ gỗ cho 3.000 tàu cá đầu tiên trong tổng số hơn 130.000 chiếc trên cả nước.
Hiện nay chỉ có 30% số thuyền trưởng, máy trưởng được đào tạo nghề, còn lại vẫn hoạt động nghề theo kiểu “cha truyền con nối”. Phần lớn ngư dân có trình độ thấp và chưa được đào tạo tay nghề.

However, the fishing industry fishing of Vietnam is still backward, exploited mainly by hand. The country has about 24,500 timber vessels wishing to tranship steel casing.
